This website sets out the intractable issues that means DTT Freeview (Band4 UHF) cannot work reliably for many UK viewers, and how the responsibility for the problem is being passed around the various companies involved in Freeview programming and delivery. The problem began when the government sold off large chunks of the UHF radio spectrum that had been used by Analogue TV broadcasting - where a single TV channel occupied 8MHz of bandwidth. The switch to Digital Terrestrial broadcasting meant that spectrum required per TV channel was reduced, and the same number of channels could be squeezed into less spectrum space - and the additional capacity sold for a lot of money to cellullar network operators.
